SECC 2021 Data – All India New BPL List to Use Aadhar For Beneficiary Identification

Central government has proposed to use Aadhar to identify beneficiaries under Socio Economic and Caste Census Data. This new SECC Data 2021 will contain the names of people as per their 12 digit unique biometric identification number or Aadhaar number. This use of aadhar card in All India New BPL List 2021 will weed out frauds and duplication.

Ministry of Rural Development is soon going to launch the exercise to use the 12-digit unique identity number to assess the socio economic status of all the beneficiaries. This would be done under the second Socio Economic Caste Census (SECC) which is due in 2021.

This move to use Aadhaar as a sole identifier will even help the government in better monitoring the living standards of the beneficiaries.

The updated SECC would be based on the list of households in the country in 2020. This list of families will be compiled by the National Population Register and will form the basis of the social registry. The works for preparation of SECC 2011 data (All India New BPL List) has been in works for a long time.

The advantage of SECC data is that it gives programme specific customized priority list to suit programme objective and budget space. This new BPL List will help govt. to address specific deprivation and hence govt. is keen on expanding its scope.

The beneficiaries under PM Awas Yojana (PMAY housing scheme), Atal Pension Yojana (APY), Ujala Yojana, Integrated Child Development Services, Janani Suraksha Yojana, Old age pension scheme along with other 100+ schemes would be assessed using Aadhaar.

MoRD has set 20 parameters which includes availability of a house, a toilet, an electricity connection, a gas connection, education level, asset position and land holding to assess people status. The central govt. will soon launch a pilot project to assess the socio economic status of every household. The Supreme Court of India had said in its ruling last year that aadhaar number can be linked to public welfare programmes.
